People who can get a Blue Badge are those who have a PERMANENT disability and who:

•    Receive higher rate mobility component of DLA or
•    Receive War Pensioners Mobility supplement or
•    Have a Government supplied disability motor vehicle or
•    Are registered blind or
•    Have a severe disability in both upper limbs, regularly drive a motor vehicle
     but cannot turn the steering wheel of a motor vehicle by hand even if that
     wheel is fitted with a turning knob or  
•    Are  unable to walk or have severe difficulty in walking. In this case, if you do not
     receive DLA or WPMS, you may be asked to answer a series of questions.
•    People with a psychological disorder do not normally qualify unless impairment
    causes very considerable, continuous, difficulty in walking.
Blue Parking Badges
The badges can be used throughout the UK and while travelling abroad within the EU and in some
other European countries.  The Blue Badge scheme does not apply to off street car parks, private
roads or at most airports.

How to get a Blue Badge:

If you live in Surrey (but not Richmond, Kingston or Sutton).

You can request an application form for a blue badge online.

Alternatively, call Surrey County Council on 08456 009 009 and they will send you
an application form through the post.

When you have completed the form, enclose the £2.00 fee, one passport size photo
and any supporting documents. Send these to:

Kingston upon Thames,
KT1 1AB.

You may need to attend for an assessment.

Blue Badge holders qualify for a 100 per cent exemption from the congestion charge but you must
register with Transport for London before travelling. An application form is available from TfL.
